The impact to water is the obvious consideration here.  Another problem might be trucking this stuff through Flagstaff.  A friend of mine on the railroad that rode in the caboose behind uranium cars came down with cancer.  Yes there was a causal relationship.  Potential exposure to the population of Flagstaff should be addressed in future legal challenges.
